chore(lfs): track the offline package set with Git LFS

The reviewed .deb files ship inside the repository so the installing device
downloads nothing, but a full Ubuntu dependency closure is roughly 900 MB of
binaries. Committing them as ordinary blobs would put that weight into every
clone of the project's history.

Track *.deb through Git LFS instead: the working tree keeps the real files
(the installer reads them from disk unchanged) while the history stores
pointers. Contributors need `git lfs install` once.

Note the GitHub storage and bandwidth quotas are not verified here -- a set
this size is close to the free tier's storage allowance and every clone spends
bandwidth.
